Storm and power outage no deal-breakers during NBIP NEXT 2024

On November 27, 2024, NBIP NEXT, the annual event of NBIP, took place at Kasteel De Hooge Vuursche, a charming venue in the forest near Baarn. Despite a brief regional power outage at the start of the afternoon program and storm Conall later on, the day proved educational and successful. Around 150 visitors enjoyed a mix of content, networking, and a warm atmosphere.

Before the afternoon program began, the participant meeting took place in the morning. This has been happening at the NBIP NEXT location for several years now. The participants of NBIP are united in the Council of Participants. It was a lively meeting where important matters were discussed that help determine the course for 2025.

Afternoon Program

After enjoying lunch, it was time to start the afternoon program. This year it consisted of two tracks with four speakers each. One track focused on legislation and daily practice, while the other had DDoS mitigation as its central theme. The afternoon was first opened plenary by Octavia de Weerdt, general director of NBIP. During this opening, she commemorated the 10th anniversary of NaWas, recognizing some of those involved from the very beginning. The afternoon program consisted of a rich variety of speakers, including Jair Santanna (principal researcher Northwave Cybersecurity) and Arda Gerkens (chairman of the board ATKM). Bibi van Alphen (legal & public affairs advisor Freedom Internet) kicked off with an intriguing story about the lawsuit that Freedom, among others, is now pursuing in Europe due to internet blockades that ISPs have had to enforce since 2022.

Cybersecurity Act & DDoS

The obligations of the Cybersecurity Act (NIS2) were thoroughly discussed, covering incident reporting duties, registration requirements for NIS2 entities, and the duty of care. Speakers Matthijs van Amelsfort (director of the National Cyber Security Centre, NCSC) and Esther Paalman from the Ministry of Economic Affairs addressed these obligations and the collaboration between government and the sector under the new legislation.

The program also covered recent developments in DDoS and DDoS mitigation, including a retrospective of 10 years of DDoS attacks, insights into 2024 NaWas cases, updates from academic DDoS research, and the international approach to booters supported by the National Police.

Collaboration Essential

The program concluded with a short message from Matthijs van Amelsfort, NCSC director since September 2024 and former head of the Team High Tech Crime of the National Police. He emphasized that with 10,000 entities, including many digital infrastructure providers, falling under NCSC oversight due to the new law, collaboration between the sector (via organizations like NBIP) and the NCSC is crucial for maintaining the Netherlands’ cyber resilience.

The event concluded with the ‘Abuse Fighter of the Year’ award, part of Clean Networks, presented to a company or individual for outstanding efforts in abuse prevention. This year, Interconnect Services B.V. received the honor.

NBIP NEXT 2024, in its new format, was a success that left participants eager for more. We look forward to returning next year!

About Jacco Brouwer

Jacco Brouwer works for the Association of Netherlands Municipalities as Cloud Policy Coordinator and represents municipal interests in the NDS implementation programme on Cloud. From the Innovation Knowledge Centre at VNG, Jacco is the initiator of the public Incubator GROEI, through which VNG guides municipal collaboration and innovations based on a start-up philosophy in scaling up to broad and collective use among municipalities and fellow authorities.

Jacqueline van de Werken is bijna 10 jaar actief als global general counsel bij Leaseweb, na een loopbaan in de advocatuur en actief te zijn geweest in legal & regulatory affairs bij buitenlandse telecom/ datacom aanbieders.

Sinds enige tijd is Jacqueline ook board member & secretaris van brancheorganisatie Dutch Cloud Community. Als president/chair bij Cloud Infrastructure Service Providers Europe richt ze zich ook op het behartigen van regulatory belangen van de IAAS cloud sector.

Ir. Bas Dunnebier EngD

Bas Dunnebier is Chief Science and Technology Officer (CSTO) bij de Algemene Inlichtingen- en Veiligheidsdienst (AIVD). De CSTO speelt in op de kansen en uitdagingen die technologische en wetenschappelijke innovatie met zich meebrengen, onder meer voor de offensieve en defensieve taken van de dienst.

Eerder vervulde Dunnebier verschillende andere functies binnen de AIVD, waaronder die van hoofd Unit Weerbaarheid. Hij heeft daardoor een brede expertise ontwikkeld op het gebied van (cyber)weerbaarheid, inlichtingen, en technologieën zoals AI, quantum en cryptologie. Hij studeerde Toegepaste Wiskunde aan de Universiteit Twente, en Informatie- en Communicatietechnologie aan de Technische Universiteit Eindhoven. Voordat Dunnebier bij de AIVD kwam werken, werkte hij onder meer bij Thales, TNO en Technolution.

Dr. Cristina Caffarra is one of the driving forces behind EuroStack. This movement, which has the ear of politicians and policymakers in Europe, is campaigning for more investment in European technology, based on the belief that this is the only path to digital autonomy.

Caffarra is a competition expert and knows the world of big tech companies from the inside. She has made important contributions to competition investigations into mergers and antitrust cases for the European Commission. Caffarra does not mince her words and tells it like it is: we must work together to give shape to European digital autonomy as quickly as possible. At NBIP NEXT, she will share her vision during an inspiring keynote speech, followed by an opportunity for discussion.
